What Makes a Strong Dutch Startup Visa Application?

A strong startup visa file gives RVO clear reasons to advise positively on your facilitator, your innovation, your step-by-step plan and your KVK registration, and gives the IND clean proof that you can support yourself. Here is what each part needs to show.

Each element below maps to a requirement in our Dutch startup visa guide. To budget the whole route, see what the Dutch startup visa costs in 2026.

Who decides what

Three parties are involved, and only one of them decides.

  • The IND decides your residence permit. It also checks that you can support yourself.
  • RVO, the Netherlands Enterprise Agency, advises the IND on your facilitator, the innovative nature of your business, your step-by-step plan and the KVK registration.
  • The facilitator is the experienced business mentor you sign an agreement with. It guides you during the year; it does not grant the permit. See What does a Dutch startup visa facilitator do?

A strong file is written for the people who assess it: it answers RVO's four points and the IND's funds check, one by one.

A genuinely new idea for the Dutch market

Your business counts as innovative if at least one of three things is true:

  1. The product or service is new to the Netherlands. Strong: "No Dutch provider offers this service to this customer group; here is how we checked." Thin: "There is nothing like it" with no evidence.
  2. You use new technology in production, distribution or marketing. Strong: the technology does something the current way can't, and you can show it. Thin: "We use AI" as a label.
  3. You have a new way of working and organising. Strong: a clearly different operating model with a reason it matters. Thin: an existing business model with a new name.

Pick the criterion that really applies and prove it. More on this in Is my business innovative enough? and Which business ideas are too weak?

A step-by-step plan RVO can check

The IND lists what the plan must cover:

  • the organisation structure
  • roles and responsibilities
  • the legal form
  • personnel
  • the company's goals
  • a description of the innovative product or service
  • planning and activities to set up the company

A strong plan turns each of these into concrete, dated steps for your first year, with you in them. A weak plan is a vision statement or a spreadsheet without activities. See What is the RVO step-by-step plan?

An active founder role

You must be actively involved in the company, not only a shareholder or financier. The plan should show what you do each month: building, selling, hiring, registering. If someone else does the real work, the file gets weaker.

A facilitator that meets RVO's conditions

Your facilitator must meet the conditions the IND publishes. In short, the facilitator:

  • has experience guiding innovative start-ups
  • is financially healthy
  • is not in suspension of payments or liquidation and has no negative equity
  • holds no majority interest in your company
  • is not your family, up to and including the third degree
  • has a deputy who can take over the guidance

RVO checks this as part of your application. We act as your proposed facilitator, subject to IND and RVO assessment.

Funds the IND can verify

You must show you can support yourself for the year. For a single founder the norm from 1 July 2026 is €1,766.77 a month including holiday allowance, so €21,201.24 for twelve months. The amount changes on 1 January and 1 July, and a partner raises it.

The IND accepts the money in a Dutch personal or business bank account, or a notary's third-party account, or the facilitator can finance your stay. Show the balance clearly and explain where it came from. Check the current amount on the IND required amounts page before you file.

KVK registration for you and the facilitator

Both you and the facilitator must be registered with the Netherlands Chamber of Commerce (KVK). Plan when you will register, and keep the extract with your file.

A complete paper trail

Small gaps slow a file down more than a weak sentence does.

  • Legalised and translated documents. Official documents from abroad may need legalisation or an apostille, and a translation into Dutch, English, French or German.
  • The right form. Applying from abroad, you usually use form 9541. Already in the Netherlands, form 7558.
  • The MVV, if you need one. Many nationalities need a provisional residence permit (MVV) to enter. Check whether that applies to you.

Confirm the current forms and fees on the IND start-up page. The IND fee for a first start-up application is €423 in 2026.

What a weak file usually looks like

Weak files tend to share the same patterns:

  • an idea that already exists in the Netherlands, described with adjectives instead of evidence
  • a plan with goals but no activities, dates or roles
  • a founder who isn't the one doing the work
  • a facilitator agreement that doesn't fit the plan
  • funds shown without a clear source, or on the wrong kind of account
  • missing translations, legalisation or KVK details

None of these is about luck. Each can be fixed before you file.

After you file

The IND must decide within 90 days. It can extend this period, for example if your application is incomplete, and it tells you by letter. During that time the IND asks RVO for advice on your facilitator, innovation, plan and KVK registration.

Meanwhile, keep your documents together, answer any request quickly and completely, and keep working on the business you described.

Self-check: is my file strong enough?

  1. Can I say in one sentence which of the three innovation criteria applies, and prove it?
  2. Have I checked that no Dutch provider already offers the same thing?
  3. Does my plan cover all seven elements the IND lists?
  4. Does every step in the plan have a date and an owner?
  5. Is my own role active and visible every month?
  6. Does my facilitator meet all six conditions?
  7. Can I show €21,201.24 (or the current norm) in an accepted form, with a clear source?
  8. Do I know when I and the facilitator are registered with KVK?
  9. Are my documents legalised and translated where needed?
  10. Am I using the right form, and do I know whether I need an MVV?

FAQ

Can anyone tell me my chances?

No one can promise an outcome. The IND decides each file on its own facts, with RVO's advice. What you control is how complete and convincing your file is.

Does a strong file mean the IND will approve it?

No. A strong file makes RVO's advice and the IND's decision easier to reach on the facts. The IND decides.
