What Business Ideas Are Usually Too Weak for the Dutch Startup Visa?
The weak ideas are not “small.” They are not new. If the product or service already exists in The Netherlands and you will deliver it in the usual way, the start-up route is the wrong permit.

The published test, restated
You need an innovative product or service. The working definition used in the RVO-linked founder guide is: new to The Netherlands; new technology in production, distribution, or marketing; or a new way of working and organising. You must be an active founder, not only a shareholder.
If you cannot map the idea onto one of those without adjectives, it is too weak for this permit. It might still be a legitimate company on another route, or not a relocation basis at all.
Patterns that are usually too weak
These examples are hypothetical. They are not IND decisions.
- Standard local services. Café, import shop, cleaning, ordinary consultancy, generic e-commerce of goods already sold here.
- Me-too digital products. Another marketplace, agency site, or booking tool that does not change the technology or the organising model in a way you can explain.
- “I’ll find a Dutch co-founder later.” You must take an active part now.
- Franchise of an existing formula. New to you is not new to The Netherlands.
- Idea-only with no plan. Innovation without a step-by-step plan still fails RVO’s second and third questions.
- Capital-only involvement. Buying a share in someone else’s start-up is not this permit.
Patterns that can still be small and in scope
A narrow, new process in a regulated market. A technical product that is not yet sold in The Netherlands. A new organising method you can describe without a slogan. Small is allowed.
What to do if this is you
Do not pay the IND start-up fee to test a slogan. Look at self-employed only if that scheme’s test is real for you. Otherwise, do not relocate on a founder story that is not a founder story.
